- Taro is a very practical person. A part of being intelligent is sometimes understanding that the simple, straightforward approach can often be the best approach. He thinks ahead, but doesn't waste time and resources with complicated plans.
- Taro is also very patient. He almost seems incapable of getting angry or annoyed with people and is willing to play things safe and wait things out rather than rush ahead.
- Taro is, above all else, loyal to the cause. If he is ordered to do something, he doesn't take issue with it unless he feels there is a more intelligent alternative and is willing to do whatever it takes to complete his mission.
- Taro is also unfailingly polite, treating everyone with at least some level of respect. He isn't outright mean and spiteful towards people as a rule, and doesn't even insult people sarcastically.

- In addition, he is also arrogant. As he takes great pride in his own abilities, he is incredibly condescending to those who he feels are beneath him - such as Pirates. He is willing to taunt or mock those he sees as inferior so long as he gets the chance, if only to stroke his own ego.
- Lastly, Taro can be very harsh. He holds himself to high standards, and expects the same of others in his line of work. While rarely impolite without reason, he can be blunt in his criticisms.

Attire: Taro's outfit is usually a standard Cipher Pol Agent's black suit; It consists of black trousers with suspenders, black, polished shoes, a white dress shirt and a black tie and jacket worn over. Sometimes, however, he will also wear a thick, light brown coat over his clothes, although this is usually only for rainy weather. In addition, his outfit will often change drastically if he is assigned to go undercover.
Abnormalities: The most notable abnormality about Taro is a scar that runs diagonally across his face, from above his eye across the bridge of his nose and down his right cheek. BACKGROUND Born in West Blue, Yamada Taro grew up amongst ruffians and criminals alike. Born to Pirate parents, he spent the first nine years of his life learning to be quiet and say nothing if he knew what was good for him. Because his birth ended up forcing his parents to abandon the seas, leaving them in hiding from the World Government as they scraped together what food and money they could, Taro's parents soon began to despise their own child.
Indeed, the stresses placed upon them by Taro ended up resulting in his father being killed so that his still pregnant mother could survive. Following the loss of her love, she blamed it all on the child she carried. And when he was born, he learned just how much she despised him.
She'd often drink herself into a stupor and shout at him. Sometimes she'd attack him, and he'd hide away to avoid her. Eventually the child, now nine, grew so desperate and scared that, while she lay asleep, he took a knife from the cupboard and slit her throat. He took the life of his own mother and ran from his home, escaping from the act of murder he committed.
The nine year old boy stole a small dinghy and sailed away from the island of criminals and pirates, desperately paddling his oar. But a child couldn't be expected to row the ship safely across the seas. Rather, in the night, the waves toppled over his ship and sent him into the ocean. He would have drowned had he not ended up washing up on another island. Found by Marines, the nine-year old boy was initially wary and scared of the men - after all, he'd learned to distrust authority figures, and he had killed his mother.
To protect himself he invented a lie - he pretended that he had just escaped a pirate attack and that his mother had died trying to protect him. Taking pity on the boy, the Marines took him in. But the top brass got ideas. Taking the boy's hatred of piracy, they enticed him with an offer - to join them in fighting criminals. Desiring to wipe away his past and start anew, the boy accepted the role.
They gave him food and shelter, as well as an education. He learned to read and write and was taught the skills of navigation, as well as basic medical practice. But most of all, he was trained to fight. Taking him to a secluded training grounds they had the boy learn to move and fight like an athlete, making him perform exercises and run laps. Over the next nine years the World Government moulded him into not just a fighter or a scholar, but an Agent of Cipher Pol. By the time he completed his training at age 18, he was already capable of using two Rokushiki - Soru and Tekkai.
Enlisted in Cipher Pol 8, he was sent across the Blues on different missions, whether to assassinate important figures or go undercover. At the age of twenty he was sent to work undercover for a shady criminal organization known as the Maestri Family. While undercover he discovered that the Maestri Family had a huge stake in making weapons for the black market.
However, shortly afterwards, his identity came to light. One of the high-ranking members of the Maestri Family ended up scarring his face as he ran from the organization. However, Taro had done his job. With information regarding where their deals took place brought to the World Government, the Marines were able to swiftly move in and take down the Maestri Family in the middle of a black market deal.
Following Taro's return, he earned a reputation within the World Government as one of Cipher Pol's best undercover agents.

- Eidetic Memory: One of Taro's greater talents is the ability to instantly recall what he has experienced, which greatly benefits his work as a spy.
- Acrobatics: One of his skills as an assassin is a talent for acrobatics. Capable of running on walls and jumping great distances, he can navigate his surroundings like how a monkey explores the trees.
- Life Return: A form of biofeedback, this technique allows the user to directly their own biological processes, enabling them to perform feats such as speeding up their own digestion, controlling their own hair and manipulating their own senses.
- Soru: A high-speed movement technique where the user kicks off of the ground ten times in an instant, allowing them to cross distances at incredible speeds. Although this technique is fast, movement is mostly linear, making it slightly easier to predict.
- Tekkai: A special technique where the user hardens their body to become like iron, enabling them to withstand attacks. Although this can repel blunt force strikes and cutting attacks, non-conventional attacks such as burning or electrocution can still do damage. In addition, any attack capable of overpowering Tekkai can damage the user.
