[classy=infotitle]PIRATES.[/classy][classy=infobody]Pirates are anyone who raises a Jolly Roger whether they commit an act of piracy or not. This is not enough to get themselves bounties but enough to get arrested by Marines. Most pirates' goals are focused on finding the One Piece. A treasure that Gol D. Rogers had left behind. Though not all pirates are focused on this treasure. Some others are just in it for adventures and explorations. Or even some personal goals.

They are only allowed to attack other pirates and must also pay the Government a tenth of their loot, though this rule is not usually followed at the very least.
