She never holds grudges, but can be very stubborn when it comes to completing her duties, even if the alleged enemy of World Government is innocent.

I think Rei would probably fall under the title of enemy, since she's the captain of a pirate crew and could use someone in the Marines to play cat and mouse with. The Black Moon Pirates, which Rei heads, tends to have something of a reputation for showing up and causing general chaos. In reality, it's not intentionally, I mean they don't plan on violence or anything particularly evil, but in the view of the Marines and the World Government, they tend to stir up a lot of trouble wherever they go and they've been labeled as people who are somewhat shadowy and almost sinister (Rei, especially).
This can mean confrontation with other pirate crews, wrecking towns and squashing crooked leaders, and even sinking Marine ships that come after them, ect. Um, maybe her most recent incident has caused Victoria to end up running into her or intentionally seeking to catch them for... I dunno, knowing Rei, she probably ended up turning a town into chaos and leaving their leaders stuck in some very awkward and humiliating position as an example and so that they could relay the message of what happens to people who mess with the crew. Something shocking enough to get the Marine's attention XD If you have any other ideas though, I'm open for suggestions.

Yes, that will work nicely. With Victoria, it doesn't even have to be anything shocking to gain her full attention. The fact that there is a well-known and troublesome pirate captain in the area is more than enough motivation for her to start a stubborn chase. Once her mind is set, she will try to carry out her duty as a marine regardless of what her odds are or how many times she gets beaten and humiliated.
I have marked Rei as an enemy for now, but I can turn it into a rivalry if you'd like. It'll be interesting to see how she interacts with Victoria. I'm ready for a thread at anytime.

Sweet. Um, we can kind of see how it turns out. It'll probably depend on Rei's initial meeting and reaction to the Marine if they end up being rivals and how persistent Victoria is. Perhaps after a while, she'll start to see her as an official rival. I can do a thread whenever, just let me know where to post and who you want to start and I'm there.

How about a thread in Micqueot, an island located in North Blue, well-known for producing some of the finest alcohol in the world? As far as the first post goes, I have few ideas that I could turn into a solid post within 48 hours.
The basic idea is that a new brand of rum has become a huge success in the island, which in turn has increased the number of drunken troublemakers. Victoria is among the marines who have been sent to the area to keep any problems in check. The events can start off from that.
On the other hand, if you have other ideas you'd like to start with, feel free to share.

Nah, I don't have anything better and that just sounds awesome! Rei doesn't drink often herself, but some of her crew members do or she could just be there passing through on her way to the Grand Line. Of course, since there are drunken people everywhere, there's the obvious opening for trouble to start and Rei to get tangled up into something and run into Victoria that way. Or she could just run into her while she getting supplies, whatever works out best, but feel free to start whenever you can and I'll have Rei jump in and maybe her first mate if he's accepted by then.

I think Jean and Victoria would make good allies. Not sure how close they might be, if they could even be friends, but Jean is generally polite and orderly, abiding closely by the rules of the World Government, whereas as you've stated, Victoria is quite sarcastic and trigger-happy. I think that'd make for an interesting relationship

Yes, they would definitely be allies since they are both marines and Victoria holds certain respect for everyone willing to serve the World Government. However, she doesn't let people close enough to call them friends or even partners. At most, she would consider Jean a squad mate, but her itchy trigger finger drives her to go solo whenever possible in order to avoid shooting people who are on her side.
On the other hand, since Jean is a cyborg, he doesn't have to worry about bullets as much as humans. That is something Victoria will appreciate quite a lot, though she won't say it out loud.
For now, I'll mark Jean as an ally for the sake of simplicity, but that can change during threads. Perhaps they can become a dynamic duo or even friends. It will certainly be interesting to see how their interactions and team dynamics work out.

Yare yare daze...what is this? A marine? I'd be more then happy to work with ya! On another note, since Jacob is approved now, He'll probably be looking into recruiting marines for the M.I.P (Marine Investigative Police), essentially a marine policing organization/special forces candidacy program. He'll probably be scouting Victoria for it since she has a pretty pristine record and some good recommendations.
Want me to make a thread where they meet? or do you want to start? (or do you want to hold off for now?)

Sounds good. I'll mark Jacob as a superior right from the start. The rank difference alone is enough to make Victoria perceive him as such, even if he doesn't directly command her. She will be very formal at the beginning out of sheer respect and blindly loyal on top of it, so the first encounters could be amusingly awkward. As far as joining M.I.P goes, she would be honored to get picked, but her preference to work on her own might get in the way.
Go ahead and make a meeting thread for them. I'm fairly sure I'll be able to keep up with two active threads despite my schedule.
